Ms Rice said she could only request the identity of US citizens in spy reports if that helped understand the intelligence better.
But maybe the bigger question is whether it really matters much. Does Obama see the Secretary of State as the top foreign-policy position? Was there any single national-security issue that she was identified with as Susan Rice was identified with orchestrating the U.
There are a lot of channels—and a lot of cabinet posts—through which to run foreign policy. Obama, like many recent Presidents, has done it at least as much from the White House, through the National Security Council, and from the Defense Department as from the State Department.
